ABSTRACT
During the period of the Ninth Five-Year Plan, Angang group sought and created the unique responsible system of project managers and the new mechanism of the project management for the imported technology and its own innovation combination by applying the modern management theories and methods to the practice of its integral technical modification. Though such the seeking and creation, Angang Group ensured itself effectively to make the scientific decision investment and use the modern and advanced technologies for the systematical completion and modification of the traditional processes. As the result Angang Group realize that the improvement of the key technologies promoted the upgrade of the integral technology, equipment and quality level and broke a new path of the “High Start-point, Less Input rapid Output, Best Benefit” for the technical modification of the old enterprises in order to strengthen the competition in the market.

摘 要:”九五”期间,鞍钢将现代管理理论和方法用于整体技术改造,探索并创立了独具特色的项目经理负责制、引进技术于自主创新相结合的项目管理新机制。这一探索创新,有效地保证了企业科学投资决策,采用当代先进技术对传统工艺进行系统配套改造,以核心技术的提高,带动整体技术、装备和质量水平的提高,走出了一条”高起点、少投入、快产出、高效益”的老企业技术改造新路子,提高了企业市场竞争力。
“九五”期间,鞍钢认真贯彻执行党和国家关于”三改一加强”和”制度创新、技术创新及管理创新并举”的方针,以现代管理理论思想为指导,从积极参与钢铁行业国际化竞争的战略高度出发,对企业技术装备和工艺进行大规模整体改造,迅速淘汰了平炉和模铸炼钢等落后工艺,实现了全转炉、全连铸,建成了具有世界一流水平的”1780″、”1700″热轧带钢生产线和冷轧酸洗-连轧联合机组生产线,使主体技术装备达到当代国内先进水平,部分设备达到国际先进水平,产品质量迅速提高,市场竞争力明显增强,63%的产品质量达到国际先进水平,厂区环境得到有效的治理,确保了社会
